What's different about following up leads in the UK?

According to the Information Commissioner's Office, you normally need consent before sending unsolicited marketing emails or texts to individuals, and the consent must be freely given, specific and informed. There's a limited "soft opt-in" for a business's own recent customers, and sole traders and some partnerships are treated as individuals rather than companies (ICO guidance). UK advertising is subject to the CAP Code, enforced by the Advertising Standards Authority, and some sectors (funeral plans, financial promotions, healthcare, legal services) carry additional regulator rules.
